2010 Tsinghua Changgung Medical Reform and Development Forum

  

  April 22, " 2010 Tsinghua Chang Gung medical reform and development forum —— Cross-strait conference "was held in Tsinghua University. The forum was hosted by Tsinghua’s School of Public Policy and Management and co-hosted by Taiwan Chang Gung memorial hospital and Beijing Tsinghua Hospital. The theme of the conference was " Innovating mechanism, increasing medical supplies”. Over 100 guests from government, academia, medical profession and media came to Tsinghua University to discuss topics including encouraging social capital into healthcare, developing various forms of governance, innovating hospital management mechanism and enhancing performance management level.

  Li Weiyi, Chief of Communication Bureau, Taiwan Affairs Office, Gao Guangming, the Director of Medical Services Supervision Division in the Ministry of Health, and Chen Jinin,Tsinghua University Deputy President all attended the conference and made speeches. Wang Zhihua, Deputy Secretary-general of Tsinghua University hosted the opening ceremony.

 

           

  Chen Jining said that vigorously developing medicine and life science was the long-term development strategy of Tsinghua University, and it was also an important part of becoming a world first-class university. The foundation of Beijing Tsinghua Hospital was officially laid on April 20. Tsinghua University and Taiwan Chan Gung memorial hospital jointly sponsored this forum with a higher perspective and stronger sense of social responsibility. We should actively explore the way of mainland medical reform and development, and we hoped that we could make contribution to promoting the development of our medical career by the joint efforts of both straits.

  Li Weiyi said: it was a perfect time to hold the “Tsinghua medical reform and development forum” under the background of the closer cross-strait exchanges in health field and the medical reform in mainland. The development experiences of Taiwan medical reform could provide positive reference to the medical reform of mainland.

  Gao Guangming said that Tsinghua University is always brave to shoulder responsibilities from its country and people, and it has made outstanding contributions for the country’s economic construction and social development. At the same time, Tsinghua University paid attention to medical innovation, as well as developing medical disciplines and the hardware. It is believed that based on the remarkable advantage and outstanding deposit in medical disciplines of Tsinghua University, Beijing Tsinghua hospital would not only become a worldwide top medical center, but also provide practical experience and reference for medical innovation and disciplines development in China.

  Liu Guoen, professor of Guanghua School of Management, Peking University, who is engaged in the research about theory and policy of medical reform in China, made a presentation titled “The liberation of productive forces was the key of public hospital reform and development”. He pointed out that the core objective of public hospital reform was to solve the problem of supply of medical service, and the essential way to increase the supply was the liberation and development of productive forces, which need the joint efforts of the whole society. 

  In addition to many domestic scholars, Chinese medical problem has attracted international academic attention. Liu Yuanli, professor of the school of public health, Harvard University, made the report named "The trends of global healthcare development". He made an assay of the development trend of the medical and health in international perspective, and he also prospected the optimization approach of healthcare system reform in China.

 

   

  Mr. Wu Delang, director of association of Taiwan hospitals, made a theme report. In the report he introduced the development road of medical treatment in Taiwan, and analyzed Taiwan medical ecology in 50 years and the turn of key supply.

  In its development of 30 years, Taiwan Chang Gung memorial hospital has played an important role in Taiwan Healthcare development. Mr. Gong Wenhua, director of Taiwan Chang Gung memorial hospital administration center, introduced the development and influence of Chang Gung memorial hospital in Taiwan and Xiamen. He also analyzed the current status of Xiamen Chang Gung memorial hospital in-depth.  

  Cheng Yongzhong, the dean assistant of West China Hospital represented Dean Shi Yongkang made a presentation entitled “Interpreting the pilot of public hospital reform, predicting the future development”. The report expounded the exploration experience and expectation of West China Hospital in the public hospital reform from the angle of the reality of large-scale public hospital reform.

  Xu Yong, the director of Kunming public health bureau, introduced the idea and solutions in the public hospitals reform of Kunming.

  Zhou Shenglai,vice president of Beijing Anzhen Hospital;Gao Juzhong, former president of Beijing Chaoyang Hospital, party secretary of Wuxi Health Bureau; and Huang Rujie, chief of Xiamen Health Bureau all fully endorsed the points raised by the forum combining their work experience. They also pointed out some problems which are worth to think in the medical reform.

  Professor Wu Qingyu, vice President of the medical college, Tsinghua University, and the director of the First Affiliated Hospital of Tsinghua university; Professor Ma Sui, former vice president of Peking Union Medical College Hospital, Professor Zuo Huancong, vice President of the medical college, Tsinghua University, and the director of the Second Affiliated Hospital of Tsinghua University, hosted the forum on morning and afternoon.

  The foundation of the new affiliated hospital of Tsinghua University ——Beijing Tsinghua Hospital was officially laid in Beijing Tiantongyuan area on April 20. The construction of Beijing Tsinghua Hospital has expended a new channel of cross-strait medical cooperation and development. The new hospital will learn and develop the management mode of Taiwan Chang Gung Memorial Hospital under the premise of inheriting the advanced experience of the mainland medical institutions. They are aimed to found the modern hospital management mode and explore a new model of public hospitals reform and development in China. It is hoped that the “Tsinghua medical reform and development forum” jointly held by Beijing Tsinghua Hospital, Tsinghua’s School of Public Policy and Management and Taiwan Chang Gung memorial hospital could be a high level long-term platform to build consensus and promote the social concern with medical reform and development continuously.
